Popular participation in planning and execution of development schemes is stimulated through local authorities as an integral part of national development. With the improvement of transport and communication there is rapid growth of population in towns and cities. The towns have grown in area and population. Socio-economic changes ensuing from the process of urbanization have imposed substantial responsibility upon the municipality. It is a common comment that the services provided by the municipality suffer from inadequacy and inefficiency. An important reason for choosing the study is that the municipality has traditionally been characterized by factional feuds inefficiency personal interest etc. due to which it remained under government, control or a long period.
